Chapter 1 of Shekalim lays out the yearly half-shekel: the identical coin the rich and the poor alike must give, the single undivided payment that is still only a half, and the census of an entire people taken through one small measure of silver. It is the law of the gift that levels everyone and the half that only becomes whole when it is joined to another.
